Dear Ms.
Gonzaba:
Your experiment in the "A" building with the small bins for composting and recycling is not only not working, we believe it is going to discourage tenants from taking recyclables to the garages where the recycling has been successfully performed for many years.
Please note the enclosed photos. The small blue bins are redundant to the recycling dumpsters in the garages. By placing the blue bins in each trash closet, you are giving the tenants a place to leave their recyclable materials that is closer to their homes and, therefore, more convenient than the garage locations. The problem is that there is already more recycling being done than can possibly be accommodated by those small bins. Human nature being what it is, the tenants are going to use the most convenient place to dump the recyclables. The photos prove the point.
Similarly, the green bins also placed in the trash closets are resulting in decaying garbage sitting out in the open, smelling up the hallways, bothering tenants in their homes. This mess is not only a nuisance, it is a potential health hazard: an attractant to rodents and insects.
We believe the experiment, while well intentioned, is a failure. We do not believe that garbage should even be placed in bins in the garages because the problems of smell and attractions to rodents and insects will still remain.
