Re: Burglaries

Dear Mr. Stamper:

Our members have requested information on the burglaries of apartments that have occurred here recently.  We believe that it is incumbent on the owners/managers to provide this information to all tenants to keep the tenants informed of such crimes so that they will know to take whatever actions may be necessary to protect themselves.  Certain information should not be disclosed publicly such as the names or addresses of the victims.  What we believe should be disclosed are the dates and times of day of the crimes, the manner in which the perpetrators gained entry to the building, the manner in which they gained entry to the apartments, the approximate value of any loss suffered by residents, the degree to which the life or safety of the individual tenants may have been in jeopardy, the status of the case (solved, unsolved, still under investigation, etc.).  It would also be helpful if you would comment on what you plan to do in the way of preventive measures, if anything, whenever crimes occur.  Not necessarily security plans, but building improvements that may enhance security.

We believe that it should be the policy of the owners and managers of these apartments to disclose similar information concerning all other crimes that occur here on your own initiative.  The tenants should not have to request it.  This should include the lesser but more frequent burglaries of automobiles and vandalism.

We believe that the owners/managers should have a policy establishing, permanently, a reward for information leading to the prosecution and conviction of anyone committing crimes either against persons or property.  A reward of at least $5,000 should be large enough to make it worthwhile for witnesses to come forward in some instances and such an amount is petty in comparison to the roughly $10,000,000 in gross rents that the owners receive every year.

This letter is being posted on our website for all tenants to see.  We look forward to posting your response.

                                                                                                Sincerely,
