August 10, 2008 – The experiment in the A building, however well- intentioned, to foster a greater compliance to and awareness of recycling and composting as per citywide objectives, is not working out. The Tenant’s Association wrote a letter to Ms. Gonzaba and posted pictures on the What’s Broken page of the web site, pointing out the health and safety hazards, as well as the attendant odor emanating from the trash chutes on each floor.
August 10,2008 – The LTA has posted an entry on the What’s Broken page of the web site and written a letter to Ms. Gonzaba, calling her attention to the neglected state of the patios on the ground floor of the complex, facing Skyline Blvd., which appears to be covered with black mold and mildew. Upon a cursory inspection, the officers of the LTA, also noted some deterioration of rebar on the edges of a balcony wall in the E building and a rusted out debris-filled pan attached to the D garage, which serves no apparent purpose.
June 24, 2008 – Ms Gonzaba responded to our letter of June 24, stating we were free to post notices on the laundry room bulletin boards but were not allowed to post notices on doors of personal units.
June 24, 2008 – the Tenants Association responded to Ms. Gonzaba’s letter of June 18 re posting signage and information flyers. We pointed out Lakewood the tenants had had access to a bulletin board for general posting which had been located in the lobbies of our buildings up until a few months ago. We pointed out not having access to the general bulletin board would pose a hardship as it meant we would have to hand deliver LTA meeting notices to the Lakewood units. We included a random photo of the many flyers LW had themselves posted on doors to advertize one event.
June 18, 2008 – Ms Gonzaba sent a letter to the LTA asking us to refrain from posting flyers, letters and information on the doors, laundry rooms, and other common areas throughout the property without first obtaining permission from management prior to posting. She includes an example of a notice we posted regarding a proposed change in Municipal Transit Agency’s bus routes.
June 5, 2008 - Lakewood Tenants Association files objections to landlord's amended utility pass-through petition to the rent board. The landlord has been granted until July 10th to respond.
June 3, 2008 - The SF PUC established an advisory panel to help assist them with the watershed planning process. There were five meetings in total. The Lakewood Tenants Association was excluded from participating in the first two meetings. We objected to the lack of balance and diversity of the participants, many of whom had only remote stake holds in Lake Merced area. We were invited to join the advisory group for the last three meetings. We found the proceedings to be flawed and weighted in favor of nameless private investors, who may be interested in developing the 13 acres directly across the street from the Lakewood Apartments. We submitted our comments regarding the meeting.
May 3, 2008 - Landlord serves tenants with amended and consolidated utility pass-through petition to rent board.
April 22, 2008 - Lakewood Tenants Association appears at PUC Community Meeting concerning Phase II of SFPUC's master planning process for Lake Merced. LTA submitted written comments on that meeting to SFPUC.
April 19, 2008 - Lakewood Tenants Association appears at SF MTA's Transportation Improvement Project community meeting on proposed changes to MUNI bus service, including the #18 and #88 lines. The proposals are to eliminate the # 18 and #88 and replace with the #17. Service to these apartments would be diminished under the proposals by the southbound service winding through Park merced before arriving at Stonestown. In addition, the northbound bus would stop at 46th/Sloat rather than continuing on to the Legion of Honor. The officers of LTA and several other residents expressed opposition to the proposed changes.
April 9, 2008 - Lakewood Tenants Association presents three resolutions before the Lake Merced Task Force (LMTF). The first two resolutions were withdrawn by us due to the necessity of incorporating proposed text to amend the rules of the LMTF. We may submit revised resolutions at a later date. The third resolution failed.
April 3, 2008 - Rent board hearing. Lakewood Tenants Association presents opposition to landlord's six petitions to pass the increases from 2002 to 2006 in landlord's costs for gas and electricity to tenants. Landlord is given until May 3rd to provide additional substantiation of their petitions.
March 24, 2008 - Lakewood Tenants Association, representing a number of residents, files objections to a petition filed by landlord with the rent board seeking approval to charge tenants for increases from 2002 to 2006 in landlord's costs of gas and electricity.
March 18, 2008 - Lakewood Tenants Association appears at PUC Workgroup #2 concerning Phase II of SFPUC's master planning process for Lake Merced. LTA submitted written comments on that meeting to SFPUC.

March 10, 2008 - The SF Chronicle did a comparison of two eminent domain initiatives which will be going on the ballot, June 2008. Proposition 98 and Prop 99 both relate to eminent domain reform but one, Prop 98, will also end rent control for anyone who is not currently residing in a rent controlled apartment. If you should move for any reason, this will also affect your ability to rent an apartment in a rent controlled building. Prop 98 will also alter the ability of the City to require developers and Landlords to make a percentage of low-income apartments available in multi-unit complexes. San Francisco Tenants Union and other tenant concerned organizations believe the primary issue here is not eminent domain but the eradication of rent controlled units form San Francisco and all of the other counties in California now under rent control laws. Mobile park owners and apartment landlords comprise 95% of the funding for Prop 98. Proposition 99 refers only to eminent domain reform. It does not alter the existing rent control laws. If Prop 99 receives even one more vote than Prop 98 the proposition with the larger number of votes will prevail and the other will be thrown out. We are strongly recommending you vote “No on 98” and “Yes on 99.” The last time this issue came on the ballot, rent control squeaked by with a very slim margin. Please do not skip this election; your vote is crucial. We will be getting back to you with more information.
March 8, 2008 – Mona Cereghino responds to the manager’s letter of March 4, stating among other things, the original letter ( February 28) pertaining to the numbering system and the two compromised emergency exit doors, was from the Lakewood Tenants Association, rather than from any individual who may belong to the tenant association.
March 4, 2008 – Haley Gonzaba, Resident Manager of Lakewood apartments at Lake Merced, responded to Ross’ Letter of February 28.
March 4, 2008 -- There has been an effort underway for several years targeting the property across from us for development. As we have reported to you previously, LTA is involved in a political organization related to Lake Merced, the "Lake Merced Task Force" (LMTF). We continue to believe that removal of the Pacific Rod and Gun Club (PRGC) across the street could result in construction of multistory buildings and more intensive use of the site, resulting in more traffic, noise and crime and likely obstruction of our views of the lake by new buildings. The Lake Merced Task Force is an organization of organizations each with its own special interest in Lake Merced. Lakewood Tenants Association is one of those member organizations. We participate both to try to advocate keeping the lake as natural and undeveloped as possible as well as defending our membership from special interests that seek new development in our immediate neighborhood that might be detrimental to our members' interests. We recently attended a meeting conducted by the San Francisco Public Utilities Commission (PUC) as to how particular uses fit with criteria they have developed to evaluate current and potential future uses of the lake. We did not receive an invitation to that meeting nor did other neighborhood groups around the lake or any of four groups that use the PRGC site despite the fact that all those groups and PUC participate in the LMTF so they knew we were involved and interested. We believe that PUC "cherry picked" the persons and groups that it invited to that meeting trying to gain support for biased criteria pre-designed to result in eviction of the gun clubs from across the street so as to pave the way for developers. We heard about it and attended. At the meeting we asked that PUC receive written comments on the meeting and we have submitted such comments challenging the fairness of their process in evaluating what recreational uses would fit in the City's master planning for the Lake Merced neighborhood. We are trying to make sure that any decision made will at least be in the light of day with full public participation and not shady deals between politicians and developers.
February 28, 2008 – Locks on two garage security doors were compromised in order to accommodate emergency exits required by the Department of Building Inspection. The LTA is asking to see the written waiver allowing such a substitution from the Building Department which Lakewood indicated they had on file.

February 11, 2008 – the PUC and Daly City have begun preparation for proposed wetlands along John Muir Drive. This article in the Examiner gives an update and a general history of changes occurring and planned for Lake Merced.
January 24, 2008 – Letter sent to Ms. Gonzaba re the current state of perimeter door security. The LTA maintains after several years of performing door inspections, we are still finding doors which have not been repaired or have been compromised in some way allowing at times, unauthorized people to enter the complex.

May 23, 2007 -- Lakewood Tenants Association delivered a letter to the office of Lakewood Manager Amy Sexton responding to the three "questions" on a flyer she and Jeff Blankenship handed out to tenants in front of the Clubhouse before the May 14, 2007 meeting of Lakewood Tenants Association. LTA President Mona Cereghino met with Ms. Sexton on May 11th to give her the opportunity to update LTA on several issues so we could pass along that information to tenants at the May 14th meeting, which we did. Rather than express any concerns to us on May 11th or make any request to make certain points to the tenants, Ms. Sexton chose to picket the LTA meeting and hand out a flyer containing statements of alleged facts under the guise of "questions, " questions that we consider to be misleading at best and with no advance notice to us.
May 21, 2007 -- Lakewood Tenants Association delivered a letter to the office of lakewood Manager Amy Sexton asking for an explanation of the discrepancy between her statements to the President of Lakewood Tenants Association on May 11, 2007, which were passed on to the tenants at the May 14, 2007 meeting of lakewood Tenants Association, that the new hallway lights Lakewood was installing would consume the same amount of power as the old lights they were replacing when, upon later investigation by LTA, it appears that the new lamps draw a minimum of 63% more power than the originals. As of June 3rd, there has been no response received to this letter. We think this is important because the hallway lighting must operate during an emergency to enable tenants to evacuate the building and the standby generator may not be designed to carry the additional load imposed by the new hallway lamps.
May 18, 2007 – A letter from Lakewood manager Amy Sexton is delivered to all tenants. The letter is in response to an anonymous notice delivered to all tenants a few days before titled “City Sues to Close Lakewood .” Ms. Sexton accuses the authors of the anonymous notice of "...misleading, false and inappropriate information..." further stating that the police have been called and asking witnesses to come forward. The officers of Lakewood Tenants Association were as surprised as anyone else when they received the “City Sues to Close Lakewood” flyer. However, the title of the notice was factually correct: the City has sued to, among other things, “...remove all persons and personal property situated therein and store such personal property, cause the property, or any portion thereof, to be vacated and barricaded, boarded up, or otherwise secured against use or occupancy pending the repair and correction of all conditions ordered to be corrected....” For the full text of what the City has asked the court to order, see the May 2, 2007 news item below.
May 18, 2007- Tenants at the last LTA meeting expressed concern over what appears to be a heightened occurrence of vandalism occurring at t he Lakewood property. In particular tenants reported incidents of jammed apartment door locks and/or jimmied mailboxes. The LTA sent a letter to Amy Sexton requesting the owners of LW Apartments look into replacing the outmoded mailboxes with new more secure boxes which are now available for apartment complexes such as ours.
May 13, 2007 – The LTA wrote a letter to the Manager of the Lakewood Apartments informing her we neither wrote nor distributed the circular titled, “City Sues To Close Lakewood“, which appeared under tenants’ door on Saturday night.
May 10, 2007- The PUC’s response to the Lakewood Tenants Association letter of April 7,2007 about the storage area on John Muir Drive. The original LTA letter seems to have gone through several hands before eliciting this response. The tenor of the letter is noticeably more sensitive to the concerns of the community. We hope the PUC is sincere about restoring that area by the middle of the summer.
May 3, 2007– The LTA sent a letter written on behalf of the membership to the PUC Commission opposing situation of a reverse osmosis recycle center on Harding Road on Lake Merced.
May 3, 2007 - The PUC recently informed members of the Lake Merced Task Force, which includes Lakewood Tenants Association, of their tentative selection of the boathouse on Harding Road as the site of a new proposed recycled water treatment plant. Harding Road, as most of you know, is the road at the north end of the lake entering the golf course from Skyline Blvd. Lakewood Tenants Association has been participating in the Lake Merced Task Force for years to represent the interests of our members to try to prevent overdevelopment of the lake area and preserve it as the natural area that attracted us here in the first place. The site selection has been made by PUC staff and the tentative selection was already made before the public was informed and had any reasonable chance to influence the outcome. Consequently, the officers of your association today mailed a letter to the San Francisco Public Utilities Commission asking that they not move forward with their plans to construct this industrial facility at the boathouse unless and until the Commission itself makes the selection after a public hearing process. At the upcoming quarterly meeting of the Lakewood Tenants Association we will be seeking input from our members as to whether they oppose or favor an industrial facility across the lake from us.
May 2, 2007 - Today, one of the many ownership entities of Lakewood Apartments filed an answer to a complaint filed against them by the City and County of San Francisco in Superior Court on March 25, 2007. In a nutshell, we understand that the City seeks to close Lakewood Apartments for repairs and to force the landlord to reimburse tenants for all rents and other fees paid to the landlord back to approximately July of 2005 and to provide relocation assistance. Click on this link for the exact words expressed by the City in making its request to the Court, that portion of the complaint (the "Prayer") asking the court for specific actions.
The officers of the Lakewood Tenants Association are not lawyers so we cannot responsibly advise tenants as to what the City's lawsuit means to our future tenancy here. We expect some negotiated settlement will be reached that will cause the property to be repaired without the tenants being evicted. However, the seeming defiance of the owners of this property to comply with the order of the fire department going back to April of 2005 may suggest that they already had other plans for the future of the property. It's anyone's guess. If no settlement is reached, we would not be surprised if this case takes years to move through the courts.
April 7,2007 – The LTA wrote to mayor Newsom and Supervisor Sean Elsbernd objecting to what the PUC has selected as a “lay down area" across from Impound Lake, south end of Lake Merced. Apparently this term refers to the storage of dirt, large pipes and equipment the PUC is using in other sites around the City. A PUC notice was sent to the tenants association warning this area could be used for storage for up to two years.
August 30, 2006 - The San Francisco Board of Appeals made a decision today concerning a challenge to Lakewood Apartments' project to install continuously running exhaust fans in 480 of the 721 apartment units.
January 25, 2006 - Results of latest access door survey indicates there are still unsecured doors in the complex.
August 19, 2005 - On April 28, 2005, the San Francisco Fire Marshall issued an order against Lakewood Apartments. The order states that this property "...is a fire hazard which poses a serious menace to the life and safety of the occupants and neighbors of the subject property...." It goes on to state that "YOU ARE HEREBY ORDERED to correct the condition(s) listed in Attachment A within 3 days after your receipt of this order." Attachment A required the submission by Lakewood Apartments, within 30 days, of a plan and schedule to complete repairs. More recently, the San Francisco Fire Department (SFFD) presented a copy of this order to the Assessor-Recorder of San Francisco and on July 26th, the order was officially recorded against this property as a public notice.
The substance of the violation of the San Francisco Fire Code described in Attachment A to the order is that this property is required to have an alarm system that is maintained in full operating condition and certified as such by an Underwriter's Laboratory approved alarm company. We have been told by an inspector for the SFFD that their firefighters discovered the fire alarm system switched off at the time of a fire at the property this Spring and that the system was not certified as required. As previously reported here, there were at least two fires this year where tenants attempted to signal a fire by operating manual fire boxes in the hallways and the fire alarm system failed to operate properly. We have also been informed by SFFD that no plan was received by them as required by the order and that, consequently, the order was recorded and the matter referred to the City Attorney.
Fire Department records indicate that on January 15, 2002 a
notice was sent to Lakewood Apartments noting that the certification had expired
December 12, 1999. We have no information to suggest that Lakewood Apartments
ever obtained the required certification or that the fire alarm system was in
working order. A notice was distributed August 18, 2005 by the management of
Lakewood Apartments announcing that alarm system testing would be performed
August 19th through 25th. However, as we have been told no plan has been received
by the fire department, we believe that the current repair work is being done
without the supervision and approval of the fire department, which may, itself,
be a violation of the San Francisco Fire Code. Stay tuned.

June 24, 2005 - The Lakewood Properties dangerously abut the St. Andreas fault line. Some official maps of San Francisco show a trajectory that proceeds under a portion of the F Building. In all probability the city would not even issue a permit to build on this site, if one were requested today. This news together with a visible crack working its way down the retaining wall of the F Building and a crumbling base surrounding a support column in front of the F Building lobby, should make us all concerned about emergency evacuation procedures. Lakewood Management has resisted fixing the fire alarm system in this building and the city emergency alarm system, one siren planted across the street from us at the police range, failed to go off the night of the tsunami warning. June 22, 2005- A call to the Fire Marshall has revealed that Lakewood Management has neglected to comply with an order to submit a plan for UL certification.
June 17, 2005 - Community has had enough with the dirt and debris strewn parking lot on Lake Merced Boulevard.
June 16, 2005 - The first real test of our newly installed emergency warning system was a bust. The Mayor promises to do better.

Feb 5, 2005 - The SFPUC has released it's report on the state of the lead and arsenic polution in Lake Merced, a by-product of the Pacific Rod and Gun Club having used lead shot in the past. The results are inconclusive pending further studies. The fear is that raising water levels will contaminate plant and wildlife which have nestled into the upper, dryer lake shore. We hope these tests do not abate the process currently in place of restoring the lake level to previous highs.

Jan 26, 2005 - Emergency Alert System Being Installed on John Muir Drive: Some of you may have noticed a new pole placed near the police range. There are now four loudspeakers on top of the pole. This is part of an upgrade to the emergency alert system that has existed in San Francisco since about 1946. The existing system consisted of motorized sirens. The improved system uses loudspeakers instead of sirens so the alert may include a voice message following the initial alert sounds. The voice message would probably be the same as transmitted over broadcast radio stations using the existing Emergency Broadcasting System giving advice or instructions. I have spoken with the project manager and he estimates that we may hear the system tested in a week or two. Voice testing is a bit further out: perhaps a month. Once the system is up and running, it will sound off, as the rest of the system has citywide for years, every Tuesday at noon. The new system is not as loud as the old system. The new system is rated at 120 dB. Ross.

Nov 5, 2004 - Landlord Refuses to Produce Fire Alarm Inspection Reports or Certifications
The Lakewood Tenant's Association has asked the manager of
Lakewood Apartments, Ms. Amy Sexton, to show us the inspection reports and/or
certifications for the fire alarm system that they are required to have by sections
1001.5.1.3 and 1001.5.1.4 of the San Francisco Fire Code (relevant excerpts
from the San Francisco Fire Code are posted in the "Legal Corner"
of this website). They have declined to
do so . As you all probably understand, a working fire alarm system would
enhance the safety of every resident of this property. Unless Lakewood Apartments
produces the required certifications and/or reports as applicable, we believe
that the tenants cannot be assured that Lakewood Apartments has complied with
the law by maintaining the alarm system and obtaining the required certifications
and/or reports. We believe that there is nothing in such reports/certifications
that can legitimately be claimed to be proprietary or privileged by Lakewood
Apartments. The documents are required by law and, therefore, we believe they
are public.
Oct 14, 2004 – The DPT response to the Oct. 1 letter. Supervisor Sean Elsbernd addressed our traffic problems at the Finance Committee meeting of Oct. 6 before the Board of Supervisors. The DPT will begin drafting legislation which should enable us to get the matter before the Bd. of Supes. With some luck, we will have restricted parking signs up by the first of 2005.
Oct 2, 2004 - Proposed legislation by Supervisor Ma that would prohibit the parking of any trailer, semi-trailer, motor home, or boat on any highway, street or alley between the hours of 10pm to 6am and the penalty would be $100 for the first violation. (Sent to us by Andree)
Oct 1, 2004 – The LTA wrote to the Dept. of Parking and Traffic re the illegally parked trucks and auto campers on JMD. The LTA, Lakewood Management, Andree and other tenants have been working together to get the DPT to take a more aggressive approach to resolving traffic problems on JMD. We felt that this proposal would not solve 100% of the problems but it is definitely a good first step.

Oct 1, 2004 - the LTA delivered a
letter to the manager stating that changing the terms of tenancy without
tenant's approval is illegal in San Francisco.
Sept 29, 2004 - Amy Sexton, manager of Lakewood Apartments, sent a
notice to the tenants who signed the letter ( Reference #2), stating that
despite our rejection of terms, the new terms of tenancy would go into effect

Sept 21. 2004 - The LTA delivered a letter
signed by tenants who attended the last tenant association meeting, refusing
to accept the new terms of tenancy as outlined by management, to the manager
of the Lakewood Apartments (Reference #2).
Aug 28, 2004 - A number of month to month tenants received a "Change
of Terms of Tenancy - Lease Addendum - Mold Notification" ( Reference #1).
Sept 28, 2oo4 - The LTA took action
regarding 2 issues that the tenants have identified as possible problems in
the foreseeable future.

A letter, dated September 21, 2004 from the Lakewood Tenants Association,
endorsed by the president and vice-president of the LTA and eleven members concerning
the “Notice of Change of Terms and Tenancy” dated August 28, 2004
and associated “Lease Addendum – Mold Notification” was delivered
to Lakewood Apartments’ manager, Amy Sexton.”
2. A letter, dated September
21, 2004 from the Lakewood Tenants Association, endorsed by the president
and vice-president of the LTA and thirteen members concerning the landlord’s
installation of experimental ventilating devices in several apartments, was
delivered to Lakewood Apartments’ manager, Amy Sexton.
Sept 29, 2004 - The LTA has sent a
letter to Jack Fleck, City Traffic
Engineer, regarding a request for “no parking” signs along John
Muir Drive. This is a lengthy process. We have been told that the letter, once
received, will be assigned to one traffic engineer. He will investigate the
request, write up a report and present it to staff. From there the request will
go through a public review process and then on to the commission. If it clears
all hurdles, it will go to the Board of Supervisors for approval. With luck,
we could have signs posted in 4 or 5 months. Continued public clamor (your calls)
could speed the process.
Sept 18, 2004 - We wore clothes but we were there. For the first time in the history of this event, Lake Merced was pronounced a "Coastline" for the purpose of participation in the yearly International Coastal Cleanup Day. 23 people participated in the cleanup around the Lake. We collected approx. 1000 lbs of trash and recyclables in 3 hours, bagged it and sent it to a proper burial at the Geneva Street dump and recycling center. The most unusual items found were 4 sawed-off parking meters and a giant sex toy. FYI, we also found, 3 bicycles, whole bumpers and assorted car parts, lots of electrical wires and toxic products like paint and solvents. I wish that we could say that the lake was clean, but alas, this trash represents only a small fraction of the trash that has now settled around the lake.

Sept 18, 2004 - Announcement - The San Francisco Clean City Coalition cleanup day at LM is September 18.. Lakewood Tenants Association is going to be a captain of one team. This is one of several cleanup days scheduled for the Lake. Anyone interested in volunteering for this event should come to the Sunset Circle parking lot across the Lake. A good number of people show up for these events. It starts at 9:00 AM and goes through 12:00. The hosting organization provides, trash bags, equipment, random tools and guides. You would need to wear old clothes and bring gloves. They usually serve a free lunch at noon. This is an excellent opportunity to meet other people who live in the area and who want to see the area kept clean.
Aug 19, 2004 - SF has instituted a "Traffic Calming" program to deal with traffic problems throughout the City. The neighborhoods are being considered on a first -come-first-serve basis. The Recreation Committee (Lake Merced Task Force) is submitting an application for this program. The committee adopted a Resolution to send our recommendations to the Board of Supervisors for consideration. Sean Elsbernd, Supervisor for the 7th District, attended the meeting. He has agreed to present our Resolution to the Board of Supervisors.
Aug 18, 2004 - The Chronicle on Wednesday published a tremendous article by Geoffrey Coffey describing the native plant restoration site at the Mesa, across the street from Lakeshore Elementary School. The article appeared in the Home and Garden section and gave pretty detailed account of the native plants flourishing in the vicinity of the Lake.
Aug 14, 2004 - The tenants association conducted the first access door survey since Lakewood Apartments received SAFE's security report, 6/14/04. We found that many of the items that were identified as needing repair were still in need of maintenance or repair. A letter and a copy of the survey was sent to Amy Sexton, the manager of the Lakewood Apartments, informing her of our findings. A letter, a survey and a copy of the letter sent to Ms. Sexton, was sent to Tim Mansur, our housing inspector. The LTA has escalated our complaint to the Bureau of Building Inspection by asking for a director's hearing.

Mar 29, 2004- Vandals seem to have gone on a "shopping" spree this weekend. As far as we can tell all of this damage was done on Friday night, 3/26/04, after midnight. (Pics of vandalized vehicles from E garage). Tenants wrote in to report missing tires, slashed rag roof on convertible, stolen CD player, stolen CDs, broken windows, broken locks, etc.
Mar 27, 2004- The LTA sent a letter to Amy Sexton, General Manager, informing her of the results of our newest survey.
Mar 26, 2004- The LTA performed another survey, checking only those doors which failed the 2/16/04 survey. As you can see from the survey, there were minimal repairs to the offending doors. This issue becomes ever more serious as the incidences of auto vandalism and theft on the property increase.
Feb 16, 2004 - Periodically the LTA does surveys of all the access doors on the property to determine whether the managers of Lakewood are performing adequate maintenance of the doors. We found that there was realitively little change between the access door survey of 8/05/03 (which has been posted on "Archives"). At the time that this survey was done, there were a number of new doors being installed on the property and it seemed that the maintenance personnel were making repairs to selected doors.
