Ordinance
amending the San Francisco
Traffic Code by amending Sections 3 and 132 and adding Sections 3.18 and 45 to
define the term motorhome, prohibit the parking of any trailer, semi-trailer,
motorhome, or boat on any highway, street, or alley between the hours of 10:00
p.m. to 6:00 a.m., and set a penalty of $100 for the first violation.

Be it ordained by the People of the City and
Section 1. Article 1 of the San Francisco Traffic Code is hereby amended by amending Section 3, to read as follows:
Sec. 3. SPECIFIC DEFINITIONS.
Whenever in this Code the terms defined in Section 3.1
to 3.173.18
are used, they shall have the meaning respectively ascribed to them in said
Sections, unless otherwise apparent from the context.
Section 2. Article 1 of the San Francisco Traffic Code is hereby amended by adding Section 3.18, to read as follows:
Sec. 3.18. MOTORHOME.
A vehicle built on or permanently
attached to a self-propelled motor vehicle chassis, chassis cab or van, which
becomes an integral part of the completed vehicle, designed for human
habitation for recreational or emergency occupancy.
Section 3. Article 3 of the San Francisco Traffic Code is hereby amended by adding Section 45, to read as follows:
Sec. 45. PROHIBITING PARKING OF
TRAILERS, SEMI-TRAILERS, MOTORHOMES, AND BOATS.
(a)
No person shall stop, park, or leave standing any trailer, semi-trailer,
motorhome, or boat, whether attached to another vehicle or separate, on any highway,
street, or alley or portions thereof between the hours of 10:00 p.m. and 6:00
a.m. on any day. This section shall not
apply if the trailer, semi-trailer, motorhome, or boat is (1) being loaded or
unloaded and additional time is reasonably required for such loading and
unloading operations, (2) disabled in such a manner and to such an extent that
it is impossible to avoid stopping or temporarily leaving the disabled vehicle
on that portion of the highway, street, or alley otherwise ordinarily used for
vehicular parking, (3) leased or owned by any permittee granted a permit for
construction or repair work provided that the vehicle is used in connection
with such construction and repair work, (4) leased or owned by any contractor
hired by a permittee for construction or repair work provided that the vehicle
is used in connection with such construction and repair work, (5) leased or
owned by the City, or a contractor, subcontractor, or vendor hired by the City
for construction or repair work provided that the vehicle is used in connection
with such construction or repair work, (6) engaged in emergency services
including, but not limited to, fire engines, police vehicles and ambulances, or
(7) leased or owned by a public utility engaged in operating, maintaining, or
repairing facilities of the public utility or providing public utility service.
(b) The Department of Parking and Traffic
shall erect, or cause to be erected, appropriate signs giving notice of the
parking restrictions.
Section 4. Article 7 of the San Francisco Traffic Code
is hereby amended by amending Section 132,
to read as follows:
Sec. 132.
PENALTY SCHEDULE.
Pursuant
to California Vehicle Code Section 40203.5, violation of any of the following
subsections of the San Francisco Traffic Code (TC), Police Code (PC) or the
California Vehicle Code (VC) shall be punishable by the fines set forth below.
