Three Resolutions Submitted by
****************************** 1st Resolution ************************
Title: Annual MOU and Proscription on Conflicting Financial Interests
Whereas, the Lake
Whereas, it would be unfair to allow any one organization to exercise more than one vote on any one resolution;
Whereas, financial benefits that result from employment or contracts for services must be assumed to influence behavior;
It is necessary that no person nominally represent a member
organization of the LMTF while at the same time receiving any significant
financial benefit from any other person, group or entity with an interest in
THEREFORE, be it resolved that, to continue membership in the Lake Merced Task Force, every member organization shall:
A.) Annually provide a memorandum of understanding (MOU) on a form to be provided by the Secretary that will identify the current and, as applicable, alternate representative of that organization.
B.) Name as representatives and alternate representatives only persons who are not employed by any of the following:
1.) Other member organizations of the LMTF;
2.) Organizations not members of the LMTF that potentially
could have some interest in how
3.) Private contractor or developer interests that
potentially could have some interest in
C.) Disclose on the MOU the nature of, but not necessarily
the amount of, any financial benefits, other than user fees for services
ordinarily provided by the member organization to the public, that the member
organization itself receives from any other person, group or entity with any
potential interest in
The Secretary shall publish, by email, the names of each member organization and its representative and alternate representative no later than one business day prior to every regular and special meeting of the LMTF.
The Lakewood Tenants Association shall review the Rules and, if necessary, propose a revision to the Rules at least one week prior to the next scheduled regular meeting of the LMTF to conform the Rules to this policy change.
The Secretary shall modify the MOU form to conform to this resolution.
********************** 2nd Resolution ************************
Title: Conversion of Government Entity Memberships to Partnerships
Whereas, the Lake Merced Task Force is an organization that acts on the basis of resolutions that must be approved by voting;
Whereas, the Lake Merced Task Force has, as part of its mission, influencing government policy,
Whereas, government may, from time to time, seek the approval of the public for some proposal of government;
Whereas, allowing government to affect the outcome of voting on LMTF resolutions, by itself, casting a vote would invalidate such vote as a legitimate determination made by the public;
Whereas, members of LMTF have an interest in not having their investment of time and energy in the LMTF simply inure to the benefit and advantage of government in erecting a façade of public approval for government's own plans and agenda;
Whereas Partner organizations may still attend LMTF meetings and contribute their knowledge and experience even while not voting on resolutions or holding leadership positions;
Therefore, be it resolved that all government entity memberships in the Lake Merced Task Force are hereby converted to Partner status. All future participation by government entities shall be limited to Partner status.

Title: Repudiation of Endorsement that SFPUC Assume
Management of
Whereas, the Lake Merced Task force has previously, by resolution adopted January 10, 2007, issued a letter recommending that the San Francisco Public Utilities Commission (SFPUC) assume management responsibility for Lake Merced from the Recreation and Parks Department (SFDRP);
Whereas
Whereas (SFRPD) is the city department charged with managing
recreational lands in
Whereas, the previous resolution was based upon budget considerations rather than capability;
Whereas, there is now controversy as to the fairness of a
process being conducted by SFPUC as to planning future recreational uses at
Resolved that, the resolution adopted January 10, 2007 is hereby revoked. Chair shall transmit a letter to the Chairmen of the San Francisco Public Utilities Commission (SFPUC) and the San Francisco Department of Recreation and Parks (SFRPD) on the behalf of the Lake Merced Task Force (LMTF) stating that, by resolution adopted April 9, 2008, LMTF retracts and repudiates the previous recommendation that SFPUC assume responsibility for management of Lake Merced and recommend that management of Lake Merced remain with SFRPD.
Such letter shall be posted on the LMTF website as well as delivered to the offices to which it is addressed.
